Is it lined? No — this one is unlined. Whether that matters depends on the color you pick and what you're comfortable with; a seamless slip underneath solves it either way.
How short is it, really? At roughly 34" from the shoulder, expect it to land mid-thigh on someone around 5'5" and shorter still if you're taller.
How do I wash fringe? Cold and gentle, and turn it inside out. Tumble dry low or lay flat — heat is what makes fringe go frizzy and lose its drape.
